I can find no publication date, however there is reference to the fact that arm or after 1 June 1889 no candidate is allowed to be examined for any grade unless he has served seek to use within the last 6 years and 6 months within the last 3 years immediately preceding the date of his application to be examined. that is the basis for my approximate dating.
