"...The question of erecting a new City Hall was raised already in 1873, but the matter was shelved. It came up for consideration again in 1883 when a commission appointed by the Ministry of Justice recommended that the City Hall at Nytorv, which was then used jointly by the the State and the Municipality, should be converted & used only by the Law Courts. Copenhagen Municipality agreed to this proposal, largely because the conditions in the City Hall at Nytorv were very cramped. In 1815 when the building was completed Copenhagen had only 100,000 inhabitants; by 1885 the population had increased to 280,000 & it became necessary to build a new City Hall..."
